As of March 1, 2026, the Government of Canada and the Province of B.C. have introduced a new public drug program: National Pharmacare Plan (Plan NP). Certain prescription medications are now fully covered under Plan NP, meaning B.C. residents who previously paid out-of-pocket or had only partial coverage can now access these medications for free.
What’s changing with Plan NP?
For the first phase of Plan NP rollout, eligible B.C. residents will be able to access diabetes medications, menopausal hormone therapy and contraceptives at no cost at the pharmacy, regardless of group insurance status or income level. In contrast, deductibles apply depending on income under Fair PharmaCare.
What’s covered under Plan NP?

Diabetes Medications
This includes all types of insulin, metformin and second-line treatments such as SGLT2 inhibitors (e.g., Jardiance, Farxiga) and sulfonylureas.
- Ozempic: Although not covered under Plan NP, partial coverage may be available under Fair PharmaCare, provided the deductible has been met and Special Authority approval is granted.
- Expanding coverage: Diabetes-related devices (pumps, CGMs) and supplies is expected to also be covered under Plan NP (planned for April 1, 2026).

Menopausal Hormone Therapy (MHT)
MHT and Hormone Replacement Therapy (HRT) are 100% covered, including estrogen patches, gels and oral medications.
What this means for your benefits plan
If you take a medication that is covered under Plan NP:
- BC PharmaCare will now pay first.
- In most cases, you will not have to pay at the pharmacy.
- Your workplace benefits plan will only pay if there are costs not covered, which can include:
- Brands either excluded from coverage or only partially covered due to a generic version being available.
- Extra pharmacy service fees.
- Medications that are not part of the National Pharmacare list (e.g., Ozempic).
Do I need to sign up for Plan NP?
No. Coverage is effective automatically if you live in B.C. and are enrolled in the province’s Medical Service Plan (MSP).
